C# partitioning application

I am looking for a good C# programmer to build the following application. The Application starts with an empty screen and a prompt for the user to drag and drop the file they want to partition, once the user does that the program starts looping over file size and splits that file into mini files each of which is 2 MB's in size. The sliced files can have any type it doesn't matter, we need to show a progress bar showing overall progress of the operation. Once it is done we save all sliced files in a specific folder. There needs to be a button on the UI for the user to reconstruct the original file. Clicking on that file goes to the folder with sliced assets and reassmebles them all together back to the original file enter with proper file name extension.
the partitioned file will have to go through another embedded exe to process them, make sure you know how to embed an exe in C#
