its a real basic project for the person who know how to do it , a web application . or a program that use a webcam , to detected the weather ( like if it is raining or snowing ) based on historgram algorithm , .net projects are prefered more than ( openCV ) the person who is qulified enough WILL BE QUALIFIED TO HAVE a job at Istanbul / Turkey . with salary not less than 2000usd. Plus : if the project sent was suitable ,it will be considered by our expert and we will pay for the effort .
