Build a unity application for android

I need an VR viewer (developed in unity) for an android phone. ASAP.
It must be able to take both images and videos stored in a folder on the device and project them onto a 360° sphere.
The app must continually view a website on a local wifi network to check for an event trigger. E.g. Text changing from "filename1" to "filename2" on a html page. This should change the image/video being displayed to the new one (referenced by filename).
Ideally app shouldn't be compiled so we can update with minor changes as time progresses. We just need a base :)
