I need a scope of work. The project description is far too ambiguous in its currently stated format. I have extensive experience with the Microsoft Cognitive Services and Cortana Analytics stacks as well as C#, Python and R. $100 to scope the project if it is not properly scoped. Everything else is dependent after that. Assume a bill rate of $150/hour. If I have to run compute time, I will be transparent in charges for that. My primary compute platform is Azure, however I have my own deep learning gpu clusters that I charge $4/hour compute time on those if necessary. LUIS and Bots should not require compute, but again, I do not have scope on your project.
