Create a WFS (Web Feature Service) Mapping Service

We have a SQL Server 2008 database, which contains 4 Views, which contain Point data (Latitude and Longitude columns) that are to be exposed via WFS. All fields in the views are to be exposed via WFS.
We need someone to develop a WFS in C# / .NET / Visual Studio 2010 or 2012. Please propose the Webservice Platform you would use (ie SOAP, RHEA etc..). It will need to run on IIS7.
This Web Feature Service will need to support/provide:
• End users interrogating the Points.
• Only data within a visible map extent to be returned.
• Instructions to Access the layer in ArcGIS
Developer will need to set up a temporary WFS service so we can confirm it meets our requirements, and send through installation instructions.
In addition to limiting by extent some layers will support a query parameter to further restrict the data returned.
