Write some software for pan / tilt camera

Hi, What I have understand from your statement and your you-tube video link that you want a control over your camera in Z-Axis and Y-axis, and you want to have this control using your PC. In my view your project shall have 02 Parts. Part-01 One is a micro-controller based circuit use to control the two motors in order to move your camera in Z and X Axes. The same controller shall communicate with the PC over RS232. PArt-02 This shall contain a software which communicate with the controller as per your commands on your PC screen I think I can easily take this project and Part-01 shall be developed using PIC controller while Part-02 shall be industry standard Lab-windows software with high end graphics. Following shall be the milestones 01. Specification requirement for Par-01 02. Schematics using altium 03. Simulation using proteus of circuit and software 04. Software delivery 05. Specification requirement for Part-02 06. I had once written a C-sharp program to pan-tilt a camera as a project during my Electrical engineering. Your camera does not have the pan-tilt mechanism.
