Hello Senior CS undergrad. Currently involved in machine learning and OCR research at IIT Bombay. Currently involved in OCR of bilingual indic systems. Have benchmarked tesseract on various languages. Also prototyped various convolutional networks for text detection, and finetuned them on real-world datasets (ICDAR and CEDAR). I have some experience in ANPR projects and I should say that it's not easy task to achieve even 90% accuracy in real life application. I believe my bid is bare minimum for any practical ANPR software working with single car images. If you are going to process video streams you should multiply my bid by two. So my figures are rather relative and may be corrected after I'll get all project details.
