Basic Browser Control Bot

I need a program to log into my account on a website that I will disclose privately. It will then go to a base URL and change the ID# (sequentially) and send a message to each unique id. allow me to input the starting ID# allow me to load custom messages once it reaches an ID that does not exist it will pause for (allow me to input ms) Sorry if this is confusing. If you have a solid understanding of the mshtml this shouldnt be a difficult project. I can walk you through step by step on skype. My budget is $50.
