Decrypt Vin database

This is a puzzle. Somebody did this before. see attachment. The vin database contains 170K vins or so, encrypted. put a 17 digit vin in, and you get back the year, make, model of the car. The XLS is about 35K examples of vins that have been Decoded already. Somebody cracked this before, but I can't remember how they did it or find the code. The database contains vin data for cars up to 2011 I think. All makes and models. --- The DBF records are Dbase -- I have spreadsheet files for this data if you want it -- I just attached another Zip file that has the V*.dbf files converted to XLS files if its hard to read them. ========== note the Vin1 database is used for Reference purposes only, it has nothing directly to do with the project. ***========*** ## Deliverables Below is an attachment with everything you need for this project. I might be able to decode the vins with the help of this program. I can't find it anywhere.
