App / Applet for distributing files into a folder structure based on predetermined parameters and including a preview mode

I need a program that sorts image files from one folder into a pre-existing file/folder structure in another folder. This program needs to be scalable – from 10 images to 400. Name matching depends on a number of variables (all strings) There should be at least 2 matching variables between main folder and image, and then hopefully 2 more to match corresponding subfolders. This program needs to not just be based on Levenshtein Distance, but be smart about its sorting decisions using a more comprehensive evaluative method to determine matches.
