Check url, run command, post data via POST

Hello, I use a open source program called pinginfoview, that reads a list of urls from a text file pings them and saves the result in a new textfile.. I now need to automate this abit. 1. Read website url and grab list if available 2. Create textfile that pinginfoview can read 3. run command prompt command that will tricker pinginfoview, that will create ping results 4. Grab the information in the [login to view URL] and post it online in raw text. 5. delete [login to view URL] file, and repeat task each min.. Read complete job description in attached PDF
