58193 PDF Converter

This is a resubmitted project because selected programmers kept messing me about and failed to start project in the FIVE WEEKS since they were awarded the project. The original project included integration of Meta Data software but I've decided to exclude this functionality. I am looking for a “PDF File Generator” that creates PDF files from any Windows application, as well as convert PDF files back into fully-formatted Word documents you can edit. It should be similar to ScanSoft's product, see: http://www.digitalriver.com/promo=44998 The application must be fully protected by server side security that's built into installer. The application should come fully tested and 100% functional. It should be 100% compatible with MS Windows (95, 98, 2000, ME, NT, XP) I want 100% rights to application source code should not be retained by programmer but rerurned to me. Application has to be developed in approx. THREE to FOUR weeks so if you are not 100% certain that you have the programming skills please don't bid and waste your time and mine. Application MUST be developed in Delphi (not C++ as selected) and MUST use MY software shell that's already designed by software engineer. Also I want Two compiled version: Basic version will be like any freely avalable PDF file Converter, second version will include functon to convert PDF file back to Word.
