Artistic rendering of real estate plan

We are working with a property developer here in Australia. They have supplied a plan of the estate which is not very attractive to look at. I need a graphic designer to recreate the plan in vector format (**not** in Photoshop - must be in Illustrator and supplied as eps or ai). I have attached the plan that has been supplied as well as an example of the style, quality and finish we are looking for in the new version that you will create. Deadline is critical with this, so you must meet the deadline or this project will be immediately placed into arbitration and your work will not be accepted.
