Regarding the cost, the price you're offering is probably a little low if you want a quality writer to do all the text on the site from scratch. If you want to keep costs low, you might consider splitting the job up (e.g., hiring one person to do an 'About Us' page, another to do product descriptions, etc. -- whatever you need) or doing the basic research and copywriting yourself, then hiring someone to edit, re-write and/or proof what you've done. For example, you could just write bullet points and have someone come in to turn it into paragraphs. Again, you could split this job up and give different writers different pages, then hire someone at the end to proofread the whole thing and make sure the tone's consistent.
Whatever you decide, I have experience of writing digital copy to appeal to all kinds of potential customers and clients. My two main goals are to keep things to the point and make sure the tone of my writing is consistent with the company's existing tone and image. When you get both those things right, you end up with excellent content every time.
