Animation of line drawings for youtube music vid

I have a black and white comic representation of a story, that goes with the story of an upcoming single. The project requires someone to use the character designs from the still frames in the comic, and animate them. It is black line drawings on white. The story is written, as are the storyboards, so it would be a matter of drawing the frames needed to make this into an animation long enough to go with the song. This is for an up and coming artist in the UK whose videos and artistic projects are very well reviewed.
