Hello I have experience with ST32F4. I can program this for you. The best solution is "Virtual COM port". COM port are supported in Windows and Andriod and you can send/receive commands trough it. I can create this project on e.g. STM32F4Discovery kit. I can do some example application in Windows as well. Regards Ondrej
