Android 5.1 HDMI-CEC Custom API Library -- 2

I am looking for somebody to create a simplified API library which allows access to the HDMI-CEC bus, this is for an Android Lollipop based Media Player. The hardware supports HDMI-CEC, but I cannot find much information on how to access it.

The new Lollipop API instructions, seem to be geared more towards the creation of the HAL driver side rather than explaining how to actual control anything from within an APP.

I would like to be able to send messages to the TV to change input and channel e.t.c and also receive TV remote button presses back e.tc.

From what I can tell to do this you need to use the TVInputServices API. There is some information I have found here...

But I need somebody who understands how it all fits together and can turn it into a simple library which can be added to other Apps.

I suspect this project will be fairly simple for somebody who has done this sort of thing before.
