I have read your requirements and got that you are looking for an android app in HTML 5 for locating the nearest installer to the customers and which will have a payment gateway integration also to pay through the mobile directly. As per your requirements yeah you are right we can use the Google maps location services but what about the installer location, we have to add them on custom basis on map because i don't think all installers location will not be available on the map.
