Amazon MWS API project

I need a C# based application that takes a CSV file with a parent ASIN and multiple child ASIN for existing listings and creates a new multi variation listing of the child listing under the parent. This has to work with existing listings and allow to organize the relationship. I can manually create the parent listing if needed but it MUST work with exsiting child listings under the Electronics category on Amazon. Ideally this will use the MWS feed API
