Change Detection on Server and PDF to Gif automated script

Background: We are a property management company who manages over 60 buildings across the US. Our leasing agents in each market manage creation of each individual unit/suite's floorplan in the building. Some buildings have over 100 units.
Currently we are manually resizing the floorplan images to meet our needs to display on the website: Each floorplan image is recreated in these sizes - 74x74pixels (gif image)
455x360 pixels (gif image)
based on the pdf files that our leasing representatives create.
We need a solution that will automate the manual production of these images.
We're looking for a script (or 2 scripts)
## Deliverables
**Server Script:
**
1. The script should run daily (every evening)
2. It will detect, on our server, when a file is added to a specific group of folders.
3. It will grab the new file (pdf file) and then put the file(s) through a Photoshop batch process.
**Photoshop batch script process:**
1. Open the pdf file
2. Crop a specific section of the page (455x360 pixels) and save that section as a gif image, using a uniform file naming convention.
3. Save the images into the original folders that the PDF files were grabbed from.
4. Leave the original PDF files in their original location.
We have created a search database for potential customers to view available office space for lease. The web pages pull from our SQL database as well as file servers to display the information on these pages:
