Asp.net C# MySQL PDF Web Site

Hi, I need someone to develop a web site in C# and asp.net (.NET Framework 4.0), accessing MySQL database and generating reports in PDF. The site involves registering, email confirmation, and login users for taking multiple choice exams and generate certificates in PDF. It also keeps tracks of scores statistics. The project will start ASAP and is expected to be 100% complete by May 30. Source code must be submitted along with the dll's/executables. Code will be submitted on a weekly basis, so that partial payment can be dispersed once the code is received. Bidders must have the experience in C#, asp.net, MySQL, SMTP, PDF generation, and Excel data extraction. I can send out the program flow and functional spec before a final price is set.
