Androind Expert needed for ongoing project

I'm looking for an Android application. This application will be used by our metal graders to take pictures of incoming material select any deductions, make some notes then email it. This application will need to work on a nexus 7. Be user friendly Store information that needs to be sent even if it doesn't have network activity when sent Not use any other email application I've included some basic ideas of how the application should flow * clicking the camera image should take the picture * clicking a picture should pop up a message box asking to remove the picture * clicking deductions should pop up / change the screen to a "select deduction" screen * clicking material should pop up / change the screen to a material selection screen The deductions screen should include deductions for: Wire Water Trash Concrete Dirt Other All the deductions should be able to select a number between 0 and 10000 Selecting material needs to allow the user to enter a 4 digit code (include some way for users to have quick pick codes) When sending a ticket number needs to be typed in All that information needs to be sent in a email (including the pictures) Thank you
