Contest Brief

Requirements.
A professional cross browser layout, designed for tablet devices that scales to desktop browsers.
I do not require a mobile friendly version as the apps themselves will not scale down and will be built separately.
As such my current design is fixed to a center width of 998px. Not the most elegant design.

The layout will be used with PHP as a template, so a HTML and CSS file is all that is required.
Not built with a framework like word press. If javascript is used, jQuery is to be used.
I am after a template for content to be inserted into. As well as the navigation menu.
Only the template and navigation is required as all content is dynamically created.

As it will have a maximum width on a desktop.
An extra option that would be nice would be to able to attach (or remove) a CSS class to make it the width of the screen for certain pages that might contain data like graphs.

The menu system should be multi layered. Horizontal or vertical doesn't matter.
Here are some examples to help explain, not required to be used.

Site overview.
Provide accounting and business services / applications.
To clarify my needs, Invoicing is one product provided. You can build, send and receive invoices.
As well as view graphs of invoices sent or outstanding payments.

Examples of what the pages might look like:

http://www.onlineinvoices.com/
About half way down there is a screenshot of a page with Recent Activity and Reports.
As well as a space efficient horizontal menu.

https://www.xero.com/au/accounting-software/invoicing/
Shows what the actual invoice page could look like, and a mobile version, which explains why I don't need it to scale to mobile.
They are displayed completely different.

I have rewritten my brief and removed links to my current site as I don't want a copy.
I want a fresh design. It provides web applications so must be professional, and make full use of the space available.

Also as been requested I have made it #featured and #guaranteed. And added a bonus $50 to the contest
So please feel free to clarify the requirements.

Thank you everyone who has submitted so far. I put a three week timer on the contest because I didn't really know what I was after. There have been some good submissions, and it has given me a better idea. Here are some updated requirements, I'll work on providing feedback to everyone over the next hour, also I'll update my brief later.
As before the design should fit perfectly on a tablet, and scale to look nice on a desktop also. Mobile is not required.

There have been no solutions for a horizontal menu that will allow for future growth and the need for adding new items. So a vertical menu would be the best option.

The footer should be sticky to the bottom of the screen/content. If this point needs clarification please ask and I'll post some examples. Many of you already have the content I'd like, copy-write info, terms of trade, terms of use, privacy policy, and social links. Feel free to add anything else you think would fit.

How many top-level menu items do you need to cramp? 30?

If that is referring to your last submission, the items will be dynamic and growing with the business.
      I left a comment on #20 .

It has three separate stages in sizing, with not one line of javascript.

Why am I rated "1"? And is it a legit option to cramp most of menu items into one big dropdown menu?

You missed my main requirement of it being designed for a tablet. When I open your link http://hatsuseno.tk/digicorp2/ on a tablet it is about two thirds of the screen. also it doesn't scale to desktop, it's just a horizontal menu centered on the screen. I've seen your CSS work on other projects, I know you can do well if you meet the requirements.

I've added some menu examples I like in the brief. I don't necessarily want those, it's more to clarify what I was after in a menu.
