  Is it okay to use an existing WordPress theme and Create an amazing custom design for you ?
  Is it mandatory to submit PSD's to win the contest ? What If I directly work with WordPress ?

     Yes that is ok, we only say graphic design only because we find it makes it quicker for people in the contest. If you can provide a wordpress template that makes it even better providing it works with the latest version of wordpress
