There are different factors for Wikipedia's Notability policy. A Biography of a living person on Wikipedia can be quiet difficult as they don't consider a rich/famous person to be notable if there aren't enough articles, reviews, books etc. about him. These are some basic requirements and even so if you manage to get all of these or you are somewhat famous, still Wikipedia has the right to publish it or not depending on the content and the person.
