I do have 3 business and I want to have animated display ads for all of them. This banners should be based on google advertising rules. For each one I need 6 in different size.
In each banner I want the picture of one or 2 people (depends of business), logos, phone numbers and place for advertising content.
You can get the information from my websites. I need them fast. Who ever is winner it has a great opportunity to get lots of jobs from me.

Animation length must be 30 seconds or shorter
Animations can be looped, but the animations must stop after 30 seconds
Animated GIF ads must be slower than 5 FPS

I would suggest instead of GIF use Google Web Designer HTML5 banners you'll get more clear version, under 150kb,
